No Internet, No Problem! 5 Ways to Make UPI Payments Offline Without Mobile Data

Imagine standing at a crowded grocery counter with your shopping bags packed and payment ready, only to see your phone stuck on a loading screen. The mobile network has disappeared, and the payment app refuses to connect.

For many Indians, this can be frustrating because UPI has become a regular part of everyday payments. But losing internet connectivity does not always mean you have to stop making digital payments.

The Reserve Bank of India (RBI) and the National Payments Corporation of India (NPCI) have supported several payment solutions designed to work with limited or no internet connectivity. Depending on your phone, bank and the service supported by your payment app, you may be able to use UPI Lite, UPI Lite X, UPI 123PAY, USSD *99#, or emerging offline capabilities of the digital rupee.

Here are five options you should know about.

1. UPI Lite: Useful for Everyday Small Payments

If you regularly make small-value payments, UPI Lite can be a convenient option.

UPI Lite allows users to keep a limited balance on their device for small payments. The money is added to the Lite balance from a linked bank account when connectivity is available. Once the balance is available, eligible small-value transactions can be made without entering the UPI PIN for every payment.

This makes UPI Lite particularly useful for purchases such as groceries, snacks, local transport, parking or other routine expenses.

The important point is that UPI Lite is designed to reduce dependence on repeated bank-server interactions for small transactions. However, availability, limits and features can depend on the participating bank and app.

So, if you frequently make small payments, setting up UPI Lite in advance can provide an extra layer of convenience when connectivity is weak.

2. UPI Lite X: Payments Even Without Internet Connectivity

UPI Lite X takes the offline concept further by using NFC, or Near Field Communication.

NFC allows compatible devices to exchange information when they are brought close together. With UPI Lite X, users can make eligible offline payments by tapping compatible devices, meaning the transaction does not depend on mobile data or Wi-Fi at the moment of payment.

This can be useful in places such as underground parking areas, elevators, basements, crowded locations or other network dead zones.

However, there is an important distinction: offline payment does not mean every UPI payment can suddenly work without connectivity. UPI Lite X is a specific feature with device, app and merchant-side requirements.

Therefore, users should activate and test the feature beforehand rather than waiting for a network failure to discover whether their phone and payment app support it.

3. Digital Rupee: Exploring Offline Digital Cash

Another development is the RBI's Digital Rupee, also known as e₹ or CBDC.

Unlike UPI, which is primarily a payment system, the Digital Rupee is a digital form of the Indian rupee and can also function as a store of value inside a digital wallet. The RBI describes e₹ as legal tender and says it can be used for payments between participating digital wallets.

The RBI is also exploring offline functionality for the Digital Rupee. According to its official FAQ, different offline solutions are being explored, including approaches that can work without internet connectivity and solutions using NFC.

This is important because the goal is to make digital money behave more like physical cash in situations where internet access is limited or unavailable.

However, users should remember that offline e₹ capabilities are still dependent on the particular pilot, wallet and technology being supported. It should not be assumed that every Digital Rupee wallet can currently make every type of transaction completely offline.

4. UPI 123PAY: Make Payments Without a Smartphone

What if you do not have a smartphone or mobile internet at all?

This is where UPI 123PAY becomes important.

Developed by NPCI for feature-phone users, UPI 123PAY allows people to make digital payments without requiring an internet connection. NPCI says the service supports multiple channels, including IVR or phone-based payments, SIM-based functionality, proximity sound-based payments and missed-call-based payments.

With the voice-based option, users can interact with an automated system through their phone and follow instructions to complete supported transactions.

Some participating banks and service providers also support missed-call-based solutions. NPCI's current partner information shows that availability varies among banks and service providers.

UPI 123PAY can therefore be particularly useful for people using basic phones or those living in areas where mobile internet is unreliable.

The service is designed for more than just sending money. Depending on the available service, users can access payment and other financial functions without relying on a smartphone app.

5. *99#: The Classic USSD Backup

Another option worth knowing is the USSD-based *99# service.

Unlike app-based UPI payments, *99# works through the phone's cellular network and does not require mobile internet. Users can dial *99# from a compatible phone and access a text-based menu for supported banking services.

NPCI introduced *99# to make mobile banking available even on non-internet-enabled phones. The service uses USSD technology, making it different from normal internet-based banking applications.

This can be useful as a backup when your smartphone has no data connection but still has cellular network coverage.

However, *99# should not be confused with a normal QR-code UPI payment. It is a separate USSD-based channel, and the services available to you can depend on your bank and mobile network.

What Should You Keep Ready Before Losing Internet?

The biggest mistake is waiting for a network outage before setting up an offline payment option.

If you regularly travel through areas with poor connectivity, check whether your bank and UPI app support UPI Lite or UPI Lite X. If you use a feature phone, check whether your bank participates in UPI 123PAY or supports *99#.

It is also important to keep your mobile number linked correctly with your bank account and remember your UPI PIN. Never share your UPI PIN, OTP or other banking credentials with anyone.

Most importantly, understand the limitations of each method. Offline does not mean unlimited. Different services have different transaction limits, participating banks, device requirements and merchant requirements.

Digital Payments Are Becoming More Resilient

India's digital-payment ecosystem is increasingly being designed to handle situations where conventional internet connectivity is unavailable. From small-value UPI Lite payments and NFC-based UPI Lite X to feature-phone payments through UPI 123PAY and USSD-based banking, users now have several alternatives to traditional app-based transactions.

The Digital Rupee is also being tested with offline technologies that could make digital currency more similar to physical cash in low-connectivity environments.

So, the next time your phone shows “No Internet Connection”, it does not necessarily mean your digital payment options have disappeared. By preparing the right offline payment method in advance, you can have a useful backup for those frustrating moments when the network suddenly goes silent.
